Why not just open it in Excel
Because Excel changes things. It reads 5-3 as a date, drops the leading zero from 0044, and truncates numbers past fifteen digits. If all you want is to look at the file, a viewer that treats every value as text shows you what is actually there.
It is also faster. A CSV opens here as soon as it is parsed, with no import dialog asking about delimiters and encodings.
Delimiters and encoding
The delimiter is detected from the first few lines, which handles the semicolon-separated files that European locales produce. If the detection is wrong, the file appears as one column, and switching the delimiter by hand fixes it.
Files are read as UTF-8. A file saved in a legacy Windows encoding will show mojibake in place of accented characters, which is a property of the file rather than of the viewer.
