Why not type it in a text editor
Because the quoting rules are easy to get wrong and the failure is silent. A value containing a comma splits into two fields. A value containing a quote breaks the parser at a point that has nothing to do with where the mistake is. Both produce a file that looks fine and imports wrong.
Here the quoting is applied on the way out, so you type the value you mean and the file comes out valid.
Making it open correctly in Excel
Two settings matter. The delimiter, because European locales use the comma as a decimal separator and export with semicolons instead. And the byte order mark, because Excel on Windows assumes the local code page unless the file starts with one, which is why accented characters so often arrive as garbage.
